Cell dollar limit

I need a formula that will restrict a cell in dollar amounts, to a certain limit based on another cell. So say in A1, i have 3,500.50 and in cell A2 i type in say 5,000.00, i would like cell A2 to restrict the amount to whats in A1. Basically not allowing it to go beyond whats in A1. I would like to use validation on this, but the codes i tried won't allow for a match between A1 and A2, meaning if i type exactly the figure in A2 as in whats A1, the pop up appears. I only need it to appear if the amount is over whats in A1. Thanks for the help in advance!

It doesn't return the A1 value like i wanted after the pop up is clicked off after selecting ok, but for what it does, it is working. I can live with that. Thanks for the help!
