Cell Formatting

I have a cell that I need to show as text: 4213-10-5 (this represents a part number).
When I type it in, it represents it as 10/5/4213.
I've changed the formatting to text, general, etc. and also put an apostrophe in front. The apostrophe works. But I need to save this as a *.csv file for an upload into Oracle. When I save it, then it converts back to the incorrect format.

Any help would be appreciated.

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.

The only thing is that there are other formats that need to be maintained in that column.
So the column may contain any combinations of numbers, characters, etc.
I guess the easiest way to explain would be.........they way I type it in is the way I would prefer to have it shown.
