Cell Protection & Conditional Formatting: Web app vs Desktop app

Hi all,

We have a shared Excel file which is opened exclusively in the web app. I planned to add some cell protection, but it looks like that feature is not available. I also wanted to add conditional formatting, and while this feature does exist, it is limited and doesn't give me enough options.

Therefore, I'm wondering, if I were to open this file in the desktop app (Excel 2016), and implement the cell protection & conditional formatting that I want, would these changes persist when opening it in the web app again?
