cells with dropdowns vulnerable to PASTEd lists and formatting!

Without macros if possible, is there a way to either:

1) Disable Paste for a spreadsheet's users while Protection is on

or, preferably:

2) Restrict Paste to only work with Values, so that conditional formatting and validation lists remain unchanged in both the 'From' and 'To' cells?

The cells in question draw from different Validation Lists that share most, but not all, value sources.
