CF in excel 2007

Hello Everyone,
I'm attempting to CF an area of a worksheet but ignore empty cells.
My CF is
=COUNTIF($A$3:$A$3795,C3)<1
When I try to write another condition to either format blank cells a different or leave colour as none then the whole area becomes that colour.
Where am I going wrong?

Select a column containing text numbers. Press Alt+D E F to quickly convert text to numbers. Faster than "Convert to Number"
I think that it's the order of the rules. Move the blank rule above the countif rule and see if that works. When I tested it that was the only way I could get it to work.
