Change format

I have a two large database that I need to merge and not have duplicates. I used this formula to find any matches and it works if the format is the same.

=IF(AND(C5=C6),"match","")

The problems is the format is different on each database on the column that I'm looking for duplicates. One has the numbers listed as 0306666 and the other 030-6666. I need both to have the 030-6666. How can I resolve the format problem and get rid of the duplicate numbers.
