Charts in Excel

Ok, so I seriously am getting frustrated with this. I have 3 columns of Data.

Column A: Date Field
Column B: Dollar Amt
Column C: %

I want to have a graph that is Column based for Column B data and has the data from Column C above each respective mark on the chart.

Column B represents a dollar amount over/under a total. The percentage represents how much they were over/under on a different scale.

I can't create a chart that will do this without the axis being in the middle of my graph or something outrageous occurring. Does someone know how to help out with this or have a walkthrough/tutorial for plotting a line graph with a column chart. Granted, I do NOT want to see the line. I just want the data point.

Thanks in advance!
