Check Box Form Control Moving Issue

I have created a sheet that uses around 250 check boxes for the User to define a project. All check boxes have the same property settings but two grouped areas of check boxes, out of 25 or so, are moving the Right of placement on other Users screens. On my system the check boxes stay in proper location and I cannot make then move. I have reset the property settings which did not change the outcome. This sheet is protected. The property settings are:

Grouped Settings
Move and size with cells
Print Object
Locked

Individual Check Box Settings
Unlocked
Move but don't size with cells
Value = Uncheck
