Checking to see if text appears in column

Probably a simple question.

I have column A with a list of countries. I would like to make column B check to see if when a country is added if it is already in the Column A. If it isn't I would like it to place this new country in column B.

Basically a country is listed in column A when responses form these countries are received. Column B is a total that list each country that a response has come from. there is column c which will show the total number of responses rom that country but I already know how to do that.
