Clear formatting in blank cells

Hi folks,
I have a user in our office who is using a fairly large spreadsheet in Excel 2007. He is having a problem because the vast majority of blank cells on each page have some unusual custom number formatting applied to them.

He says that he did not apply this formatting and that it is causing him problems. Is there any kind of global setting in Excel 2007 that clears ALL formatting from unused cells to save us having to select all, clear formatting, and then re-do the cells that really do need fomatting?

Easy bullets in Excel
If you have a numeric keypad, press Alt+7 on numeric keypad to type a bullet in Excel.
If you F5, Special cells, Blanks, either with only a single cell selected, or a range from within which you want to find the blank cells, you'll be able to remove whatever formating you want from those blank cells.
