combining cells

I need to combine 2 cells, but have to do it in a way where the 2nd cell (no matter how many characters are in the first cell starts at the 21st character. Example, if I am combing first and last names, and first names are in column A and last names in column B, in column C I want the first and last name combined, but I always want the last name starting in the 21st character position. Can anyone help me with this? Thanks!

I think you will find that this one actually starts the second name at position 23, not position 21.

Edit: I had not seen your correction, but it still starts at position 22.
