Combining names with an & inbetween

Dear Forum,

I need to combine:
Firstname 1, Surname 1 & Firstname 2, Surname 2 so that they appear in one call with an ampersand and spaces inbetween. I know the formula:
<table width="267" border="0" cellpadding="0" cellspacing="0"><col width="267"><tr height="18"> <td class="xl26" style="height: 13.2pt; width: 200pt;" width="267" height="18">=(O2&", "&N2)&(Q2&", "&P2)</td> </tr></table>But that returns the two names without an and or spaces:

Jo, SmithPeter, Clarke

I need it to look like this:
Jo, Smith & Peter, Clarke

Thank you for your help. And I love your videos, I have taught myself a lot.
