Comments box is black and unreadable?

A few months ago I noticed that any comments box I have in Excel are now totally black making the comments unreadable. Has anybody expereinced this and know how to stop this happening?

Comment color is controlled by a Windows setting, not an Excel setting.

Access the Display properties dialog box (in the Windows Control Panel).
Click the Appearance tab. In the 'Item' drop-down, choose Tooltip. Then set
the color to whatever you like.
