conditional format a %-rank???

I'm trying to conditionally format a cell to be red if it exceeds the 80th %-tile of a string of numbers. Having trouble getting the formula right in the conditional formatting dialog box.

Any help would be great. Thanks.
 

Excel Facts

Return population for a City
If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.
I used a string of numbers in the range A1:A17.

Using Excel 2003

Format
Conditional Formating
Cell Value Is
Greater than or equal to
Code:
=SMALL(A$1:A$17,ROUNDUP(COUNT(A$1:A$17)*0.8,0))
and format as required.

I have not fully tested it, but it looked like it worked after a quick test.
Test it yourself fully.
