Conditional format behaving oddly (i think)

folks, i am setting a conditional format to highlight where entries are missing in a sheet. I have highlighted range B7 to C66. I want my conditional format to fill where there are blanks in these two columns and a positive value in column L of the same row. My formula for this conditional format is below.

this is a grab of the top few rows in columns B & C.

why does the conditional format only format the cell in col B in the last one?

Select a formatted range. Double-click the Format Painter (left side of Home tab). You can paste formatting multiple times. Esc to stop
Try locking your column references: =AND($B7="",$C7="",$L7>0)
