I want to write a conditional format,

If column "C" is empty or "0" then hide column "B" and column "D"

How to find 2nd largest value in a column?
MAX finds the largest value. =LARGE(A:A,2) will find the second largest. =SMALL(A:A,3) will find the third smallest
Conditional formatting cannot hide columns, just change the way they appear.
To hide them you would need to use VBA.

Note that Conditional Formatting can only format cells, it cannot hide rows or columns

So what exactly do you mean by "hide"?
Do you simply mean make the entry in columns B and D not visible (i.e. change the color of the text in these cells to white so that it matches the color of the background)?

Also note that you cannot hide columns by row. It is an all or nothing proposition. You can only hide the entire column for ALL rows, or for no rows at all.

Filtering column C with a Number filter like this would work to filter zeroes and blanks:

Select the range you want to appy the filters to.
Then, click on the drop-down arrow in the first row on column C.
Then, select the "Number Filters" option and choose "does not equal".

The numbers in column "C" are being copied from a different worksheet and change on a daily bases.
How would I be able to have the rows constantly hide/unhide on their own.
Even if they dont hide, but rather change the format to a white font and that way they cant be seen
