Conditional Formating

I am trying to have a column of cells conditionally formatted based on the column of cells to its left. I have it set so that if the cell to the left is less than 15% it will bold the word that is in the column that needs formatting. But some of the cells to the left are blank (for the time being) and my condition will bold the word since the blank is less that 15%. Is there a formula to put in so it will not include the blank cell?

Formula Is,

=(A1<>"")*(A1<15%)
