conditional Formatting and validations in excel sheet

There are two columns in sheet2(let X and Y) and there is a dropdown in sheet1 having a, b, c and d as a dropdowns.
The ask is: while filling any data in X column of sheet2, the validations should be-if in sheet 1, a or b is selected, the user should get message to fill data in column Y(in sheet2 ) as well. Means if user has selected a or b option in sheet1, he must insert data in both X and Y columns under sheet2.
Please advise me how to proceed on this.
