conditional formatting based on date a cell was updated?

I'm using a spreadsheet that was created by the organization I work for and we have meetings based on recent changes to the spreadsheet and I was wondering if there was a way to highlight or move rows to the top that have been recently changed while leaving the ones that were not altered where they are. Thanks!
 

Excel Facts

Square and cube roots
The =SQRT(25) is a square root. For a cube root, use =125^(1/3). For a fourth root, use =625^(1/4).
First question: Is the date the meeting was changed being stored in the spreadsheet?
If not then no you cant.

No but I saw that it is possible to have a formula to always enter the current date, so could it be possible to format a date column to only update the date if another cell in the row was changed?
