Conditional formatting changing color even on blank value

I have tried to put conditional formatting in a range which is blank that cells that contain value equal to 0 should be changed to green color but when i apply this to the range the whole range changes color to green , why it is happening with blank cells , cells with 0 value should have green color can anybody explain this to me

Excel Facts

Copy a format multiple times
Select a formatted range. Double-click the Format Painter (left side of Home tab). You can paste formatting multiple times. Esc to stop
Try "Use a formula to determine which cells to format" and use
=EXACT(M14,0)

Yeah it works perfectly but i am still amazed at why my condition was not working how can a blank cell change color without entering the 0 value. anyway thanks for your help:)
