Conditional Formatting for multiple lines

I need to apply conditional formatting to all lines in a certain column in my spreadsheet

Line TypeGeneral Ledger AccountValueLine DescriptionDimension 1Account
Account - Vendor7621 - G&A - Payment Processing costs

BM Test Line Desc 1Tanfield Village
GeneralLedgerAccount2305 - Suspense

The formatting is on the Account column

The formatting needs to be if the Line Type of that line is Account - Vendor and the Account field is blank, then turn the Account field RED

So far I've been able to get kinda close, by either just F2 to be red, when A2 = Account - Vendor, or F2 and F3 to be red when A2 is Account - Vendor

However, in the above scenario, F3 should not be red.

How would I create my required formatting?

Excel Formula:
=AND($F2="",$A2="account - vendor")

If I do that lines 3 and below are then looking back at line 2 to see what is populated, instead of line 3

The row in the formula needs to match the first row in the applies to range.

Unless I'm being totally blind the only difference between mine and yours is you're using column F whereas I'm using column G

In my original post I missed off column A as it didn't seem relevant to the query

What am I missing?

In my example the formula & applies to range both start on row 2, in yours the formula is row 2 & the applies to range is row 5.
