Conditional Formatting Formula - 2 columns

Hi.

I'm looking for a conditional formatting formula that reads one number for lookup to determine the color formatting in next column. The lookup value of (1,2,3) represents how many times the number to the left appears in the column. I'm looking for a conditional formatting formula to highlight each (1-85762542) number because there are 2. And a different color for any 3's, etc. I hope this makes sense.

Any suggestions?
