conditional formatting formula having " added?

when I entered a formula, excel automatically added =" at one end and " at the other and turned it into a text string - which obviously didn't work e.g.

b1=1 became ="b1=1"

It also meant the cell refs didn't update when applied to other cells.

Any idea what's going on here?

Just entering B1=1 will be seen as a text string, so you need to preface it with an =

=B1=1 should return TRUE/FALSE depending on the condition.
