Conditional formatting formula needed

I have a series of cells representing steps in a process. When the last cell is filled in, the project is complete. I'd like to add a fill color to all the cells when the last cell is filled in. e.g., assuming the last cell is G10, I tried the conditional formatting formula NOT(ISBLANK(G10)) on all the cells, but it didn't
work. Ideas?
