Conditional formatting formula

Why isn't this formula working in conditional formatting? when i test it on the worksheet with value "True" if true and value "False" if false it works.
=IF(INDEX('Annual Daily Assignment'!$C$5:$BB$13,MATCH('Individual PO'!$C$12:$C$19,'Annual Daily Assignment'!$B$5:$B$12,0),MATCH(WEEKNUM(TODAY()),'Annual Daily Assignment'!$C$4:$BB$4,0))=1)
