Conditional Formatting, Icon Sets

Dear Gentlemen,

I want to create an alert when the value is greater than zero (0). I want to accomplish this task to customize formatting icon set to place a little red icon next to entries.

We have a target of zero for Environmental Impact. Here is how the principle I applied, but I have difficulty to accomplish this task.

i.) Column H is the Plan
ii.) Column I is the Actual
iii.) Column J is YTD Variance
iv.) In Row J19, I put this operation format =+H19-I19
v.) In Row K19, I put this operation format =IFERROR(J19/H19,0) and while on the conditional formatting are as follows: when value is >=0 then green, when values is <0 and>= -0.02 is yellow, and when value is < -0.02 is red.

Since target is 0, then any value greater than zero the icon set show as red.

But using above operation is not working. Please I need your help to figure out correct operation.
