Conditional Formatting in Tables

I have a cell at the bottom of a column that counts the number of "N" in a table. This cell is not part of the table. I have the conditional formatting set to turn the cell red if N > 0, and green if N = 0. As I add rows, the conditional formatting is not carrying forward. Is there a way to make it do so?
 

Excel Facts

Select all contiguous cells
Pressing Ctrl+* (asterisk) will select the "current region" - all contiguous cells in all directions.
