Conditional Formatting not updating on paste values

I swear I've seen something addressing this in the past, but haven't been able to find it...

I have some conditional formatting to color cells that contain a certain value. I "paste values" into the range to update any changes in the list. The problem is the conditional formatting doesn't kick in when I copy the list in. I have to double-click on the cell to get it to apply the formatting. There must be an easier way to handle this either through VBA or formatting.

The Excel team increased the size of the grid in 2007. There are 2^20 rows and 2^14 columns for a total of 17 billion cells.
Since you have not had a response, I will put in my two-cents worth... I don't know wha may cause your problem, but, I have seen similar problems reported with formulas. Sometimes, the cure has been to save the file and reopen it. Try that.
