Conditional formatting not working on VALUE

I am working with an exported spreadsheet from an application. I also copied and pasted to a new sheet as text only, but problem still occurs.

When I highlight the column range of c2:c100 and set the cell highlight to fill in values greater than 19 (>19)

The results are that the cell shading is occurring but values less than 19 are also getting shaded.

Some of the cell in the column range of c2:c100 are blank.

Why are values not greater than 19 getting shaded?

I have checked worksheet properties and find that EnableFormateConditionsCalculation is set to TRUE. This was a tip I found when researching possible root cause of the issue.
