Conditional formatting question

=AND($B22:$B221="1",'Sheet2'!$N$7:$N206="no")

I have 2 worksheets, Sheet1 and Sheet2. This formula is used to conditionally format cells in Columns C and D. I can't get it to work.
Does anyone see what I'm missing?

Without knowing which are the formatted cells and wich are the conditions that need to be verified I can only bet one dime on the hypothesis that you should:
-select cells B22:B221 on sheet1
-set the conditional format using the formula =AND($B22=1,'Sheet2'!$N7="no")

The cells to be formatted are C7:D206 on

So select C7:D206 on sheet1 (correct) and apply the conditional format using the formula I gave before

Then you should describe which conditions you need to check to format Sheet1-C7:D206, what type of information that area contains (numbers or strings or other), what type of information is in
Sheet1- B22:B221 and in Sheet2-N7:N206
