Conditional formatting to get from this to that

I have a details list above a steps list, I want formatted as below (second picture). This should be dynamic to the number of rows in the checklist and the number or rows in details. Remarks should always be the side, also, dynamic height format. This repeats one after the other. VBA not allowed. Don't have XLBB on the work laptop. This could be a difficult proposition.

I will try this descriptively and start with the top row. That is the header, static, on row 1. The next two rows always have a "full row" and "Remarks". The next rows are details, a blank cell next to a filled cell, and then the steps list.

Excel Facts

Copy formula down without changing references
If you have =SUM(F2:F49) in F50; type Alt+' in F51 to copy =SUM(F2:F49) to F51, leaving the formula in edit mode. Change SUM to COUNT.
Don't have XLBB on the work laptop
The Add-In doesn't install like a traditional application. Admin permissions not needed.
Download > Extract > Import with Excel
I'd suggest using it to make it easier for others to help steer you in the right direction.

It's easier than taking screenshots and wiping out portions of it...
If you're concerned about sharing specific data, create a copy of the file, delete unneeded Sheets and only provide a smaller range that you're focused on. From there, you can always replace private info with random values.

Hello, I used the conditional formatting on columns. I remember every few months that conditional formatting can't apply thick borders.
