Conditional formatting using a formula

I am not sure how to contruct this formula in conditional formatting. I know how to set the conditions, but just need help with the formula syntax.

IF AB14 = TODAY or any day in the past AND AC14 = "", then highlight W14 'RED', IF not, 'DO NOT HIGHLIGHT'

Any ideas. Thanks.

Formula for Yesterday
Name Manager, New Name. Yesterday =TODAY()-1. OK. Then, use =YESTERDAY in any cell. Tomorrow could be =TODAY()+1.
Try

=AND(AB14<=TODAY(),AC14="")

If AB14 might be blank you might want to introduce another check otherwise W14 will be formatted when the row is unpopulated, i.e.

=AND(AB14<=TODAY(),AC14="",AB14<>"")
