I did ask this question the other day and when responded to I did confirm that the answer given worked but I was wrong as for some reason it did not.
What I want to achieve is the following
If the value in Cell O3 is less than 10% of the value in Cell W3 I want the value in Cell W3 to be formatted Red
Example value in Cell O3 is 1059 the value in W3 is1035 so being that value in Cell O3 is less than 10% of the value in Cell W3 then Cell W3 would be Red and obviously remain with no Fill if it were not. The formula I was given was to put into conditional formatting was =IF(O3<0.1*W3)this but it always comes back as FALSE.

There is a drop-down next to the AutoSum symbol. Open the drop-down to choose AVERAGE, COUNT, MAX, or MIN
dont need the IF

=$O3<0.1*$W3)

which will give a FALSE or TRUE , and thats what drives conditional formatting
is that what you wanted ?

IF O3 is blank you will also get a TRUE
so maybe use
=AND($O3<0.1*$W3, $O3<>"")
so if O3 is blank then it will ignore
