conditional formatting

I have created a spreadsheet that has 27 columns (but, may add more) and the number of rows is undetermined but, may grow to more that 100 rows. I would like to use conditional formatting to change cell colors based on requirements. This spreadsheet is a shared workbook.
I have successfully created each conditional format that I want and all functions work until I make it a shared workbook. Once I save it as a shared workbook, the first couple of rows loose their conditional format and actually adds rows when typing in a cell.
What am I doing wrong. Thank you.
 

Excel Facts

Ambidextrous Undo
Undo last command with Ctrl+Z or Alt+Backspace. If you use the Undo icon in the QAT, open the drop-down arrow to undo up to 100 steps.
i have not used that feature of excel - i assume its 2003 as you refer to Tools

not sure why it would change , and do not have 2003 handy to try out , will try later
