Is there a way if H is negative to highlight A:B in red

Sure.

For row 1, just highlight cells A1 and B1 and use this Conditional Formatting formula:
=$H1<0

If you have more than one row, just highlight columns A and B for all the rows, and write the the formula above for the first row, changing the row number (but leaving the dollar sign where it is).

Select all the cells in cols A & B you want to conditionally format (I'll assume here you'll start with A1), then
Home>Conditional Formatting > New Rule > Use a formula
formula is: =$H1<0
Select the format you want and click OK.
