Constant declaration as a Public

I want to use a Constant through a lot of subroutines. If I declare a Const in a Module and it is called upon by a userform the constant is empty.

What I've tried is the following within a module:

Const StartDate As Date = #14/11/2005#

Within a UserForm a variable is checked against StartDate but StartDate is empty. So the check fails.

How can I declare a constant to be Public as you would declare a variable as Public?

Thanx for your help.

Edwin.
