Convert # 27 to (Feb 27, 2011) format

What is the formula if i want to convert a number to Date..

ex.

in Col. A1 is a number 27 and i want to convert this number in this format "Feb. 27, 2011". or should i say current Month and Year.. I know how to use concatenate but i think there is a formula like "Text" formating that can be used for this.. thank you in advance...
