convert custom format result to string

I'm searching for a way to convert the result of custom formats into text strings (not unlike paste special / values).
This is a supplied xls containing several different custom formats merged into the same column.

Forgive me, column B does not exist. I put that info there to demonstrate the various custom formats embedded in the xl

Then you would need some scheme against the values to determine which format should be applied.

If column B contained the formatted cells, you might try a helper column with formulas like =B1&"".

I'm away from my Excel at the moment, so this is untested.
