Convert Numeric Cell value to a text-value

Hello,

Is it possible to convert a numeric value in cell A1 to a text-value in Cell B1?

Cell B1 should appear as if the numeric value of A1 has been entered as text-value.
Can this be done with a formula or a function in Excel ?
(without using VBA)
