Converting number into format w/0 as first number

How do I get the first 0 to show in the cell?
I do not want it to appear in cell as 2:30:26 - Help?

If the entry is a real time value and If that's supposed to be hours:minutes:seconds...

hh:mm:ss

If it's just a number and you want it to appear as a time value (but it won't be a true time value!)...

00":"00":"00
