I need to create a formula that converts all calculated values above 300% to list >300% and if -300% list <300%.

How can you automate Excel?
Press Alt+F11 from Windows Excel to open the Visual Basic for Applications (VBA) editor.
For a value in cell A1, you could use a formula like this:
Excel Formula:
=IF(A1>300%,">300%",IF(A1<-300%,"<-300%",""))
If it is between -300% and 300%, it will not return anything (blank).
If you want to just return the value in that case, you can use:
Excel Formula:
=IF(A1>300%,">300%",IF(A1<-300%,"<-300%",A1))
