copy file to blank workbook from command line

Hi all

been looking around for a while trying to find a solution and I seem to stuck
here's what I would like to do


I generate a file on my drive. (file1.csv) from another application (R)
I want open that file via the command line from this other application (R)
once open I would like to take the entire workbook and simply copy onto a blank workbook
then I need to close my file (file1.csv) and leave the data in the book1.xls unsaved workbook

can this be done from the command line ? or using VBS?
