Copy Records Without Using Filter

I have data stored in cells A9:Q35987 the number of rows can change. In cells S9:S35987 I have an identifier of 1 which means those records need to be copied into a seperate list starting at the first available cell in column U. I do not want to use a filter. Is there an alternative method? Almost forgot I need to paste the data as values as there are a lot of calculations.
