Copying Formulas to certain rows

Format cells as date
Select range and press Ctrl+Shift+3 to format cells as date. (Shift 3 is the # sign which sort of looks like a small calendar).
I am trying to apply the formula in my cell C3 to all the items listed as level 2....I also want a code for the formula in cell C2 to all the items on level 1....please see attached...

Here is another pic of the spreadsheet to explain it better...for every entry at level 2, I want the formula in C3 populated in column C next to Level 2 WBS Elements...same for the formula in C2 - I want that formula to be tied to the Level 1 entries....thanks!
