Count budget overage

I have a worksheet that list my budgets in column "B" for each creditor in column "A" and column "C" is my actuals for August. I would like to have a cell, say "A33" to show how many times I was over budget for the month. Budget minus Actuals. I have a conditional format for each cell that turns red if actuals are greater than budget. I just would like to get a total of how many time I was over.
