Count If Formula

Good Morning all... I need a countif formula that would allow me to consolidate these into broader time frames. If there is a better formula, I'm all for it.

That didn't come out very well in my post ... Columns are times, Count of time occurrence, and then 3rd column is hour start times from midnite - 11PM, in which i need to sum occurrences in the column next to each time.
