I need to look in A1:A100 for cells that match D1 and then from those look in B1:B100 for cells that match D2 and tell me how many cells meet both criteria.

Any help appreciated

Excel Facts

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
That would be

=COUNTIFS(A1:A100,D1,B1:B100,D2)

How about
=countifs(A:A,D1,B:B,D2)
