Counter without using a macro

This maybe a bit of stretch but please let me know if this can be done without vba programming, I'll keep it simple...

I have 2 Columns. I would like to use an excel formula to calculate the contents of Column B, need a formula to keep entering 1, for B1, B2, B3... until A# is = C, then enter 2, for B4, B5, and so on

Column A..........Column B
.....................1
.....................1
C.....................1
.....................2
.....................2
.....................2
C.....................2
.....................3
C.....................3
.....................4
.....................4

...upto 100

Excel Facts

Square and cube roots
The =SQRT(25) is a square root. For a cube root, use =125^(1/3). For a fourth root, use =625^(1/4).
