CountIF Cell > 4:00

Hiya all!

I need help making a formula to count the total number of cells that go over 4:00.

In Columns I cells 8:39 have times. They are custom formatted to be h:mm no am or pm because for this purpose it will always be pm. I need to do a countif(I8:I39,<4:00) but it's not working. I assume because of the time format?

How do I get around this?
