I have 365 rows in a column(whole year). I only want to count the cell row that contains a value equal or less than cell "E5". How should i write the formula?

Excel Facts

What is the shortcut key for Format Selection?
Ctrl+1 (the number one) will open the Format dialog for whatever is selected.

Try something like this...

=COUNTIF(A1:A365,"<="&E5)
